It is to be expected that there would be a range of age and ability among pupils in special schools, as is the case in ordinary schools. The extent of that range would depend largely on the enrolment and staffing in each school. As a general rule, the smaller the number of pupils, the smaller the teaching staff and, consequently, the wider the range of age and ability in individual cases. In those circumstances, school authorities would be expected to adapt the curriculum and develop strategies to suit the needs of their particular pupils.
The placement of children with special educational needs should be based on the assessed needs of each child. Such placement should also take account of the range of services available, professional advice and the preference of parents.
