The administration of the civil registration system is a matter for the Registrar-General of Births, Deaths and Marriages and for local registrars who operate under his general direction.
I am informed by the registrar-general that the manner in which births are registered is laid down in the Births and Deaths Registration Acts, 1863 to 1987. In relation to the type of case mentioned much would depend on the precise circumstances of the birth, including the recognisability, in Irish law, of the divorce. The registrar-general is arranging for his office to write to the Deputy on this matter.
