59 Ms. F. Fitzgerald asked the Minister for Finance if he has considered introducing legislation to compel financial institutions to disclose the contents of accounts which have become dormant after a statutory number of years.

The question of dormant accounts is difficult and raises complex legal issues in regard to constitutional and property rights. These issues are still under consideration.

Fundamental to any consideration of the issue is the need to identify the amount of money involved. I have asked the financial institutions to furnish this information in the aggregate, thereby avoiding any question of breach of confidentiality by the institutions. I hope this information can be obtained without recourse to the legislative process.
