Jim Higgins

Ceist:

186 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will receive the balance of his 1993 headage. [1332/94]

The person named was paid an advance of his 1993 cattle headage grant on 14 December 1993. Arrangements are being made to have the outstanding grant paid to the person named within the next two weeks.

187 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of 22 month special beef premium and extensification grant to a person (details supplied) in County Mayo. [1333/94]

The person named applied for 22 month special beef premium on 17 animals on 4 March 1993. Due to an oversight payment in respect of this application has not issued. I am arranging for payment within the next two weeks. Payment of 1993 extensification premium due will also issue within that period.

As this application was lodged after the closing date which was 26 February 1993 it is subject to the usual cumulative 1 per cent reduction for each working day by which the application was late.

Michael Creed

Ceist:

188 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Sligo will be paid his extensification grant. [1340/94]

This applicant's 1993 extensification premium grant in respect of animals applied on under the January-February 1993 special beef premium scheme is being processed at present and payment will issue shortly.

Delay in making this payment has arisen because the person named applied for grants under the June 1993 suckler cow premium scheme for smallscale milk producers but was not entitled to grants under that scheme because he does not hold a suckler cow quota and the animals on which he applied for premium were ineligible Friesians. Under the terms and conditions of the suckler cow scheme only applicants who were paid on certain breeds such as Friesians in 1990 or 1991 can be paid on these types of animals in 1993.

Michael Creed

Ceist:

189 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cavan will be paid his extensification grant. [1341/94]

The person named was not an applicant for the 1993 suckler cow or any of the 1993 beef premia schemes and is therefore not entitled to any extensification premium for 1993.

Robert Molloy

190 Mr. Molloy asked the Minister for Agriculture, Food and Forestry if he will have arrangements made to expedite the payment of the 1993 suckler cow premium 40 per cent of £79.09/1993 cattle headage £722.60/ewe premium scheme £762.64/and 1994 sheep headage £520.00 to a person (details supplied) in County Galway. [1351/94]

The person named will be paid the final instalment of the 1993 ewe premium within the next few days and he will be paid the balances of the 1993 suckler cow and the 1993 cattle headage grants within the next two weeks. Payment of the advance of the 1994 ewe premium is being arranged and he will be paid the 1994 sheep headage when payments commence within the next month.

Robert Molloy

191 Mr. Molloy asked the Minister for Agriculture, Food and Forestry if he will have arrangements made for the payment of outstanding grants to a person (details supplied) in County Galway who is awaiting payment. [1352/94]

The person named was paid an advance of his January 1993 special beef premium of £158.19 on December 1993 and the balance of £105.46 was paid on 25 April 1994.

He was paid advances of his 1993 cattle headage grant of £506.16 and 1993 suckler cow premium of £237.27 on 30 November 1993. When these applications were being processed further, it was found necessary to return them to the herdowner as he had failed to sign them. Unfortunately when they were returned by him, they were overlooked. This is regretted and I am arranging for early payment of the outstanding balances to the person in question.

Paul Connaughton

192 Mr. Connaughton asked the Minister for Agriculture, Food and Forestry the reason a special beef premium for 22 month bullocks has not been paid to a person (details supplied) in County Galway; the reason for the delay in rewriting a cheque originally sent to a person (details supplied) in respect of this application; and when payment will now issue. [1354/94]

The person named applied on 28 January 1993 for grants on 31 animals under the January-February 1993 special beef premium scheme. He did not submit an area aid form and therefore can only be paid grants on a maximum of 15 livestock units under the relevant EU regulations.

He leased his lands and milk quota to another person on 30 April 1993 and that person was then registered as the new herdowner. When payment was being made in respect of the original herdowner's January-February 1993 special beef premium scheme grant it was inadvertently sent to the new herdowner as the herd number quoted was then in his name. That payable order has now been cancelled, however, and payment of January-February 1993 special beef premium up to the limit of 15 livestock will issue to the person named within the next week or so.

Theresa Ahearn

193 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when payment of extensification premiums will be made to a person (details supplied) in County Tipperary; and if he will make a statement on the matter. [1355/94]

The person named is not eligible for payment of 1993 extensification premium as his stocking density calculated on the basis of the acreage declared on his 1993 area aid application (22.49 hectares) and the number of animals applied on under the 1993 suckler cow scheme and 1993 special beef premium schemes (35.4 livestock units) was not less than 1.4 livestock units) per hectare as required by the EU rules.

194 Mr. Bree asked the Minister for Agriculture, Food and Forestry when payment of 1993 suckler cow grant will be made to a person (details supplied) in County Sligo. [1414/94]

The person named applied for premium on ten cows under the 1993 suckler cow scheme, seven of which were Friesians. Under the terms and conditions of the suckler cow scheme only applicants who were paid on certain breeds such as Friesians in 1990 and 1991 could be paid on these type animals in 1993. The person named had not applied at all in 1990 or 1991, however, and so could be paid premium on only those three of the ten cows applied on in 1993 that were not Friesian cows. As she was inadvertently paid an advance of £474.54 on 4 December 1993 on ten cows and as this amount exceeded the £237.27 total due in respect of the three eligible cows, I am afraid that the resulting overpayment will have to be refunded or deducted from future payments.
