11 Mr. N. Ahern asked the Minister for Enterprise and Employment the current position in relation to the refusal of trade unions to allow Dublin Corporation operate community employment schemes; if this matter has been referred to the Central Review Committee set up under the Programme for Competitiveness and Work, 1994 to 1999; if he has consulted with senior ICTU officials regarding their inability to deliver on their promises as made in the Programme for Competitiveness and Work negotiations; and if he will make a statement on the matter. I am very pleased to be able to tell the House that two community employment projects have been approved recently for Dublin Corporation and will commence later in the year.

The Deputy may be aware that these are the first projects to be approved for Dublin Corporation since the social employment scheme began in 1984. However, difficulties still exist with regard to a more general operation of the programme by Dublin Corporation. I am meeting members of Dublin Corporation on Friday next, at their request, for a discussion on this and other issues. In addition, bilateral discussions are ongoing between the Department of the Taoiseach and the unions to try and resolve the situation.
