Ceist:

63 Mr. Sargent asked the Minister for Enterprise and Employment if he will review the Industrial Development Authority criterion which prevents grant assistance for the collection, baling and packaging of waste paper from industrial, commercial and consumer sources in the interest of encouraging employment in ecological enterprise and further manufacture through recycling. [3406/95]

The terms and conditions under which the industrial development agencies can advance grant assistance to employment-creating projects are generally set out in the Industrial Development Acts 1986-1993 and more specifically in section 21 of the 1986 Act.

In essence, this requires that for a project to be assisted, it must produce products in a traded sector and be commercially viable.

To the extent that the Deputy is referring to the general issue of recycling rather than assistance for a commercially viable project, I would remind him that recycling strategy and all major issues related to the promotion of recycling in Ireland are a matter for the Minister for the Environment.
