Ceist:

77 Miss Harney asked the Minister for Arts, Culture and the Gaeltacht the number of voluntary organisations that applied for national lottery funds directly to his Department in 1994 under subheads C1 and K; the organisations that were fully successful in their applications; the organisations that were partly successful; the organisations that were unsuccessful; the individual amounts allocated; the criteria used in making such decisions; the person who decides on such applications; and the means whereby the scheme is made known to voluntary organisations working in fields of arts, culture and the Irish language. In relation to national lottery funding which was allocated to subhead C1 of my Department's Vote in 1994, I would like to inform the Deputy that all these moneys were allocated to eight specific sources — the National Concert Hall, the National Library, the National Museum, the National Archives, the Irish Museum of Modern Art, the Dublinia Project, the Irish Manuscripts Commission and Marsh's Library. There were no discretionary funds available within subhead C1 to allow for the funding of voluntary organisations working in the area of arts and culture.

Maidir le Fomhírcheann K (Ciste na Gaeilge) níl an t-eolas ar fáil go furasta sa dhóigh ina bhfuil sé á lorg ag an Teachta agus, fiú dá mbeadh, ní thabharfadh sé léargas cruinn ar an scéal sa mhéid is gur trí Chiste na Gaeilge a thugtar cúnamh bliantúil leanúnach (agus an chuid is mó den soláthar sa Chiste) do na heagrais dheonacha Ghaeilge. Cheadaigh mé féin nó m'Aire Stáit na deontais sin tar éis dúinn moltaí mo Roinne a fháil a bhí bunaithe ar thábhacht agus ar fhiúntas na n-iarratas ó thaobh chur chun cinn na Gaeilge de agus ar an tsuim airgid a bhí le dáileadh.

Tá córas níos oscailte curtha i bhfeidhm agam i mbliana faoinar lorgaíodh iarratais ar chúnamh i leith tograí ilghnéitheacha Gaeilge trí fhógra nuachtáin.

Ceist:

78 Miss Harney asked the Minister for the Environment the number of proposals that were received by him from local authorities for national lottery funding for the local authority library service in 1994; the value of such proposals; the projects that were approved in full; the projects that were approved in part; the projects that were rejected; the person who scrutinised the proposals; and the criteria and method used in reaching such decisions. Proposals for funding library projects are processed through various stages involving both technical assessment and management of demand to match available resources. In these circumstances, it is unlikely that a project first submitted in any year would be cleared to proceed within that year.

In 1994, my Department received eight new proposals for library construction-refurbishment, four proposals for funding new library vehicles, and two proposals for funding library automation. The total funding requirements was estimated at £3.14 million.
Proposals fully approved for construction in 1994 were: Listowel and Dingle County Kerry; Mohill, County Leitrim; Longford Library Headquarters; Ballinrobe, County Mayo; and Boyle County Roscommon. Final sanction for a new library vehicle was also issued to Meath County Council.
Proposals authorised to proceed to the preparation of contract documents or to tender stage were: Carlow; Mahon, Hollyhill and Douglas, Cork City; Castlecomer, County Kilkenny; Dooradoyle, County Limerick; and Tubbercurry, County Sligo. One project, Clones, County Monaghan, was referred back to the local authority for further consideration.
Proposals for library funding are assessed in my Department by professional and administrative staff, with advice from An Chomhairle Leabharlanna.
