46 Mr. P. Gallagher (Donegal South West) asked the Minister for the Environment if he will give a breakdown of funding between national Exchequer funding and EU funding for each county in respect of rate support grant, national roads, non-national roads, environmental services and details of allocations under the above heading for 1995; and if he will make a statement on the matter. The allocation and payment of national road grants is a matter for the National Roads Authority which is being asked to forward information on grant allocations to the Deputy. Details of 1995 allocations for non-national roads are set out in my Department's publication "1995 Non-National Road Grants Allocations", copies of which are available in the Oireachtas Library.

I refer to Question No. 112 of 4 April 1995 in regard to rate support grant allocations. These do not qualify for EU co-financing.

Expenditure on public water supply and waste water treatment schemes in 1995 in each county can only be estimated at this stage as it is intended to make allocations in respect of this programme on a scheme by scheme basis throughout the year, in the light of progress in relation to the different schemes.

All funding to local authorities for EU assisted road and water-waste water projects is provided from the Exchequer. The approved costs of the projects involved are met by State grants allocated to local authorities by the National Roads Authority, in the case of national roads, and by my Department in the case of specific non-national road improvement schemes, and water-waste water treatment projects. EU assistance for these programmes, at various rates, is paid to the Department of Finance, and is remitted to the Exchequer in partial recoupment of the grants already paid.
