Order of Business.

It is proposed to take No. 9, 10, 11 to 15, 18, 19, 20 and 21. It is also proposed, notwithstanding anything in Standing Orders, that: (1) the Dáil shall sit later than 8.30 p.m. tonight and business shall be interrupted not later than 10.30 p.m.; (2) Nos. 9 and 10 shall be decided without debate; (3) Nos. 11 to 15 shall be moved together and decided without debate by one question which shall be put from the chair. (4) the proceedings on the Report and Final Stages of Nos. 18 and 19, if not previously concluded, shall be brought to a conclusion at 1.15 p.m. and 6.45 p.m. respectively by one question in each case, which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for Justice; (5) the proceedings on the Committee and Remaining Stages of No. 20, if not previously concluded, shall be brought to a conclusion at 10.30 p.m. by one question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for Social Welfare; and (6) Private Members' Business shall be No. 29 and the proceedings thereon shall be brought to a conclusion at 8.30 p.m. tonight.

Is the proposal for a late sitting tonight until 10.30 p.m. satisfactory and agreed? Agreed. Is the proposal that Nos. 9 and 10 shall be decided without debate satisfactory and agreed? Agreed. Is the proposal that Nos. 11 to 15, inclusive, shall be moved together and decided without debate by one question satisfactory and agreed? Agreed. Are the proposals for dealing with Nos. 18 and 19 satisfactory and agreed? Agreed. Is the proposal for dealing with No. 20 satisfactory and agreed? Agreed. Is the proposal that Private Members' Business shall be brought to a conclusion at 8.30 p.m. tonight, which as the House is aware will involve a time loss of ten minutes, satisfactory and agreed?

I note the Minister for Finance is replying on the Order of Business. On proposed legislation for a third banking force, in January the Taoiseach promised the conclusions of the Government's deliberations would be available before Easter, at Easter he promised they would be available in May and in May he said they would be available in June, will the Minister for Finance indicate the position in this regard? Will he indicate the position regading the costly report commissioned by HM Rothchild, Stokes Kennedy Crowley and William Fry?

As the Taoiseach indicated, it is anticipated that the legislation to give effect to any changes that might be agreed by the Government will be brought forward in the autumn.

Will the Minister for Finance give a commitment that the staff interests of the ICC, and the ACC and TSB will be consulted fully during the summer months in respect of any proposed legislation?

This is not Question Time.

Will the Minister for Finance give an assurance that the staff interests will be protected in respect of legislation he is preparing?

The reference to when legislation might be introduced is quite in order, but the contents of it should await a submission to this House.

The legislation will be drafted to ensure that all relevant interests will be given adequate notice and protection.

In light of the number of contract killings in this city during the past year, will the Minister for Finance indicate if it is the Government's intention to introduce emergency legislation to deal with the serious spiral of crime?

I would prefer if the Deputy were more specific about the legislation she is seeking.

That is extremely specific.

It is a question which would be more appropriate to Question Time proper.

What legislation does the Minister propose to introduce to deal with this matter?

Is any other Deputy offering?

In regard to pending legislation on higher education structures of governance, will the Minister indicate if a student representative will be appointed to the Higher Education Authority as promised or will we witness the appointment of two representatives for Fine Gael, two for Labour and one for Democratic Left?

Or five for Fianna Fáil.

That question should be tabled in the ordinary way.

As there is only one week left, I will not have time to do that.

Let us have regard to what is in order now.

In view of the legislation introduced last night on the delimitation of water supply disconnection powers, is it proposed that stopcocks will not be required?

I call Deputy Deasy.

Is that the new policy of the Government?

A Minister for stopcocks.

That measure is still before the House.

In regard to promised legislation, can the Acting Taoiseach assure me that the amendment of the Fisheries Act, 1980, will not only be published but debated and passed before the summer recess? Serious difficulties are arising on the south coast concerning inland fisheries.

I do not have that information at present but I will communicate with the Deputy in that regard as soon as possible.

On promised legislation, namely, the Control of Horses Bill, is the Minister aware that the BBC recently broadcast a programme showing wandering and galloping horses on the motorways around Dublin which presented this city and country in a very bad light? It is only a matter of time before a person is killed as a result. Is the Minister also aware that, contrary to what the Taoiseach told the Dáil, some of the Government backbenchers have promised local authorities that this legislation will be introduced in the autumn? When will it be introduced?

We will set up a pound in Kinsealy.

I understand that the heads of such a Bill will be presented to Government by September and legislation will follow.

To my surprise yesterday I heard mention of a wall being built around the Taoiseach's property.

To prevent the Deputy from looking over it.

What about transparency?

The Government is building walls all over the place, in Castlerea, Lugalla and elsewhere.

It is part of the Office of Public Works's famine project.

When will legislation be introduced to give effect to the commitment in the document, A Government of Renewal, to provide improved facilities, particularly in regard to transport, for the disabled?

That was discussed in the House last evening.

The matter is under active consideration and it is hoped to introduce legislation as soon as possible.

I apologise for being late for the Order of Business this morning. I have just come from Malahide where a number of housing estates were vandalised last night. When will the Minister for Justce, who sometimes resides in the area, introduce legislation to tackle the problem of vandalism in the Malahide area?

I reside there all the time.

On proposed legislation, when will legislation on the protection of employment be introduced? The Minister and I did a great deal of work on that legislation some months ago, but we have heard nothing of it since.

The legislation is still under active consideration and as soon as I have further information I will communicate with the Deputy as to when it will be introduced.

Will the Minister undertake to give it hyperactive consideration.
