132 Mr. Molloy asked the Minister for the Environment the reason for the delay in making regulations for the prevention for limitation of any noise which might give rise to nuisance or disamenity, constitute a danger to health or damage property under section 106 of the Environmental Protection Agency Act, 1992; and if he will make a statement on the matter. [4527/96]

Noise nuisance is a complex problem because of the broad range of sources of noise, as well as their spatial and temporal distribution. Additionally, real scientific and technical requirements have to be satisfied in developing practical and acceptable indices of noise levels. Preparation of the regulations, which for these reasons, involves considerable time and resources, is proceeding as a priority.
