70 Mr. D. Ahern asked the Minister for Finance the current position regarding the allocation of financial aid under the special support programme for peace and reconciliation, particularly dealing with the amount of aid not yet allocated to the ADM and CPA in southern Border counties; and if he will make a statement on the matter. The total EU funding available for the initiative to support the peace process in Northern Ireland and Border counties (Cavan, Donegal, Leitrim, Louth, Monaghan and Sligo) will be 300 million ECU (IR£240 million) over three years (1995-97). Funding for a further two years is likely subject to a Commission review. Up to 80 per cent of the funding will be available for activities in Northern Ireland and at least 20 per cent for activities in the Border counties. At least 15 per cent of the overall amount will be devoted to activities carried out in a cross-Border context. The European Community will finance up to 75 per cent of the cost of measures under the initiative. The balance of the cost will come from the Exchequer and other national sources.

In September 1995, ADM Ltd and CPA set up a joint management committee (JMC) to take responsibility for the joint implementation of the ADM and the CPA measures within the peace and reconciliation programme. These two intermediaries, particularly since the formal signing of the global grant agreements on 8 December 1995, have been busy setting up structures to carry out their responsibilities under the programme.

The following indicates the measures and the amounts of aid allocated to ADM Ltd and CPA in the southern Border counties.
