Ceist:

119 Mr. Kenneally asked the Minister for Social Welfare if he will have arrangements made to review the decision to refuse a carer's allowance in respect of a person (details supplied) in County Waterford in view of the fact that the person cared for and her daughter are living in the same yard in a rural area and the same level of full-time care and attention is being provided as if they were actually under the one roof; and if he will make a statement on the matter. Under the relevant legislation, to qualify for a carer's allowance the person concerned must reside with and provide full-time care and attention to a pensioner who is so disabled or invalided as to require full-time care and attention.

Payment of a carer's allowance was refused in this case as the person concerned did not satisfy this condition, residing as she does in a separate household.

In the light of the information now supplied a review of the case is being undertaken. When this is completed, the person concerned will be advised of the result and if she is not satisfied it will be open to her to appeal the decision to the independent Social Welfare appeals office.
