89 Mr. J. Mitchell asked the Minister for Social Welfare the means test applied in the case of the student summer job scheme; the basic means allowed in respect of a student with both parents, one of whom is earning; the allowance per dependant child; the allowance for mortgage payments and/or voluntary health insurance payments; and the allowance for PAYE, PRSI and property tax paid. The students summer jobs scheme was introduced in 1993 to provide income support to the less well off third level students who were debarred from receiving unemployment assistance and who were unable to get summer jobs.

To qualify, third level students must satisfy a means test which is broadly similar to that which is applied for entitlement to unemployment assistance. Those students who establish a minimum entitlement to unemployment assistance are approved to participate and issued with a job certificate.

The means assessment takes account of the parents gross income less income tax, PRSI, superannuation, voluntary health insurance payments, union fees, rent or mortgage payments and some travel costs. The assessment does not make any allowance for property tax paid.
