The initiative to abolish third-level undergraduate tuition fees does not apply to students who are repeating a year, repeating at the same year level or studying for a second undergraduate course at the same level. The student in question has already studied first year at undergraduate level. He is therefore ineligible to avail of the free fees initiative until the second year of his Arts degree course in UCC.
