224 Mr. N. Treacy asked the Minister for the Environment the annual cost to each local authority for the provision of a public refuse collection in their functional areas for each of the years 1980, 1990, 1995 and to date in 1996; and if he will make a statement on the matter. [22009/96]

Treacy asked the Minister for the Environment the annual maintenance costs for each local authority for all their land fill/refuse/tipheads/dump sites; the amount in each local authority functional area in respect of both the individual costs of the maintenance of each site and the gross costs for each local authority in respect of each of the years 1980, 1990 and to date in 1996; and if he will make a statement on the matter. I propose to take Questions Nos. 224 and 226 together.

While general information on waste disposal is set out in the local taxation returns for each of the years 1980 to 1994 and in the local authority Estimates for the years up to 1996, the detailed information sought in the questions is not routinely compiled by my Department. Some such information was specially compiled for the purposes of Table 2.7 of the ESRI reportThe Economics of Solid Waste Management in Ireland (Paper No. 26, page 27); a copy of this report is available in the Oireachtas Library. I am arranging for the date on which this aggregate table was based to be sent to the Deputy.

Treacy asked the Minister for the Environment if he will give figures in respect of each of the years 1980, 1990, 1995 and to date in 1996 for the number of persons in each local authority area who avail of a public refuse collection service; the number who pay for such a service; the gross income from these services in each local authority area; the net income for each local authority area; the cost of waivers in each local authority area; and if he will make a statement on the matter. Comprehensive information on solid waste management is contained in the report The Economics of Solid Waste Management in Ireland which was published by the Economic and Social Research Institute in November 1995 and in the National Waste Database for 1995 published by the Environmental Protection Agency. Both reports are available in the Oireachtas Library.

The Environmental Protection Agency report estimates that 86 per cent of the population is provided with a domestic refuse collection service, public or private. The ESRI report indicates that some 60 per cent of households pay a charge for their refuse collection services.

The power to levy charges for services was introduced in the Local Government (Financial Provisions) (No. 2) Act, 1983 and, consequently, there is no data available in respect of 1980. Information relating to 1995 and 1996 is not yet available.

Information supplied to my Department by local authorities in respect of domestic refuse charges in 1990 is set out in the following table.
