Order of Business.

I do not know whether it is the intention to take expressions of sympathy with the family of the late Cathaoirleach of the Seanad, Senator Liam Naughten, before the Order of Business and thereafter No. 8 — Motion to rescind Order of Referral of the Employment Equality Bill, 1996, to the Select Committee on Legislation and Security on 23 October 1996 and referral of the Bill to the Select Committee on Social Affairs; No. 1 — Report of the Select Committee on Enterprise and Economic Strategy on a Supplementary Estimate [1996], Vote 31 — Agriculture, Food and Forestry; No. 9 — Estimates for Public Services [1996]: (Supplementary Estimate, Vote 31); No. 3 — Milk (Regulation of Supply) (Amendment) Bill, 1996 — Order for Second Stage and Second and Remaining Stages; No. 12 — Statements on the Report of the Independent Inquiry in the Department of Justice shall be taken following the announcement of matters on the Adjournment under Standing Order 21; No. 13 — Sexual Offences (Jurisdiction) Bill, 1995 (from the Select Committee on Legislation and Security) — Order for Report and Report and Final Stages and No. 2 — Family Law (Divorce) Bill, 1996, Amendments from the Seanad.

It is also proposed, notwithstanding anything in Standing Orders, that:

(1) the Dáil shall sit later than 8.30 p.m. tonight and business shall be interrupted not later than 10.30 p.m.;

(2) Expressions of sympathy for the late Cathaoirleach of the Seanad shall be confined to the Taoiseach and the main spokespersons for the Fianna Fáil Party, the Labour Party, the Progressive Democrats Party and the Democratic Left Party and an Independent Deputy who shall be called upon in that order and shall not exceed five minutes in each case;

(3) No. 8 shall be decided without debate;

(4) No. 9 (Supplementary Estimate — Vote 31) shall be decided without debate and any division demanded thereon shall be taken forthwith;

(5) the Second and Remaining Stages of No. 3 shall be taken today and the proceedings thereon, if not previously concluded, shall be brought to a conclusion at 1.15 p.m. today by one question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for Agriculture, Food and Forestry;

(6) the following arrangements shall apply in relation to No. 12:

(i) the proceedings, if not previously concluded, shall adjourn at 7 p.m tonight; shall resume after the Order of Business tomorrow and shall be brought to a conclusion not later than 4.45 p.m. tomorrow;

(ii) the opening statement of the Minister for Justice and of the main spokespersons for the Fianna Fáil Party and the Progressive Democrats Party shall not exceed 30 minutes in each case;

(iii) the statement of each other Member called upon shall not exceed 20 minutes in each case;

(iv) Members may share time and

(v) when the last speaker's statement has concluded, the Minister for Justice shall take questions; such questions to be brought to a conclusion within one hour;

(7) the Report and Final Stages of No. 13 shall be taken today and the proceedings thereon, if not previously concluded, shall be brought to a conclusion at 9.45 p.m. by one question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for Justice;

(8) the proceedings on No. 2, if not previously concluded, shall be brought to a conclusion at 10.15 p.m. and any amendments from the Seanad not disposed of shall be decided by one question which shall be put from the Chair and which shall, in relation to amendments thereto, include only those set down or accepted by the Minister for Equality and Law Reform and

(9) the Second Stage of No. 5 — Prompt Payments Bill, 1996 — shall be taken in Private Members' time today and the proceedings on the Second Stage thereof shall be brought to a conclusion at 9 p.m.

There are nine matters to put to the House. I respectfully suggest that we deal first with Expressions of Sympathy on the tragic and untimely passing of our dear friend and colleague, the Cathaoirleach of the Seanad, Senator Liam Naughten. Can I take it that this is agreed? Agreed. We proceed sadly with the motion.
