117 Ms Shortall asked the Minister for the Environment the current status of the DTI proposal to create a position of traffic manager for the Dublin area; when this position will be filled; the authority to which the person selected will be responsible; the reason for the delay in acting on this key proposal in view of Dublin's traffic gridlock; and if he will make a statement on the matter. In the light of the decision to establish the office of director of traffic, a special consultancy study was commissioned to define the organisational structures required to ensure that the director could fully and effectively discharge his or her functions and that the new post and unit within Dublin Corporation would have optimum operational capacity, functional independence and self-financing capability. The study was completed last week. I am now arranging discussions with Dublin Corporation with a view to having a director in place early in the new year.
