The Government is aware of the circumstances of people with special needs. In my last budget I stressed the role that the work and enterprise of our society has in generating the necessary wealth to build and sustain a community so that the young and the old, the sick and the disabled, can remain part of our community with a sense of purpose and belonging. However, I cannot make any commitment at this stage as to what may be provided for in my 1997 budget.
