I do not propose to introduce a formal charter of rights for students with disabilities. I am satisfied that the proposals outlined in the White Paper on Education, "Charting our Education Future" and ecompassed in the Education Bill, 1997, will give all students with a disability a right of access to suitable education and support services.
A fundamental principle reflected in the White Paper and the Education Bill is that all students, regardless of their personal circumstances, have a right of access to and participation in the education system, according to their potential and ability.
The objective is to ensure to the maximum possible extent that all children with disabilities will have access to suitably resourced education services in their own areas and within the ordinary school system.
I am satisfied that the measures outlined in the White Paper and in the Education Bill provide adequate assurance to people with disabilities that their rights to an education service are being fully respected and provided for.
