Ceist:

363 Mr. Farrelly asked the Minister for the Environment and Local Government if he or Ministers of State at his Department have appointed a programme manager or a special adviser or both; if so, the salary paid to them; the terms of their contracts; and if he will make a statement on the matter. 364 Mr. Durkan asked the Minister for the Environment and Local Government the number of non-established civil servants employed in his Department and by the Ministers of State at his Department; their status and function; the costs in terms of salary or consultancy fees; and if he will make a statement on the matter. I propose to take Questions Nos. 363 and 364 together.

Neither I, nor the Ministers of State at my Department, have appointed any programme managers. The following is the information requested in relation to non-established civil servants appointed by me and by the Ministers of State:

The terms of contract, except for civilian drivers, have not yet been finalised. In the case of civilian drivers, the terms of contract are the normal conditions applicable to temporary non-established appointments. Each appointee carries out the advisory, secretarial or driving duties appropriate to the relevant title-post.

It should be noted that the costs of the appointments listed above represent a considerable saving on the equivalent costs at my Department under the previous Government. For comparison, the equivalent details for the previous Government are:
