Written Answers. - Light Rail System.

85 Mr. R. Bruton asked the Minister for Public Enterprise whether she will make available minutes of the meetings of the Light Rail Transit Monitoring Group which dealt with the Oscar Faber Study and the terms of reference and the final report of the study done by Steer Davies Gleave for the Oscar Faber Study as requested by Drumcondra 2005 in order that there can be informed public consideration of these important issues; and if she will make a statement on the matter. The final report by Oscar Faber on a comparative socio-economic evaluation of the Tallaght-Ballymun and Tallaght-Dundrum lines was published in October 1996. My Department had many contacts with Drumcondra 2005 at that time and subsequently and has responded to their requests for information and documentation.

The work done by Steer Davies Gleave was modelling work requested by and supplied only to Oscar Faber to assist them with their study.

The work requested was in relation to the DTI model runs and comprised the running of up to six new specified tests, the preparation and provision of additional data on previously run tests and the calculation of user and non-user benefits, accident reductions and vehicle operating costs for each test and the provision of generalised cost matrices. There was no separate Steer Davies Gleave study or terms of reference as such.

I propose to reply as fully as possible to the Drumcondra 2005 request for information which I received on 24 September last I do not consider it appropriate to publish the minutes of the Light Transit Monitoring Group which was set up to oversee the light rail project generally and is part of the on-going deliberative process of my Department.

86 Mr. Haughey asked the Minister for Public Enterprise whether the terms of reference of the Oscar Faber study on the Luas development involved an examination of the impact on the wider Dublin economy including Dublin Airport; if she will allow questioning of officials from her Department, including CIÉ staff, in relation to light rail transit policy making at the light rail transit public inquiry; and if she will make a statement on the matter. In relation to the Oscar Faber study, the full terms of reference and the study itself were published and copies are available in the Oireachtas Library or from my Department on request.

As part of the terms of reference the consultants were asked to carry out a comparative evaluation of the Tallaght-Dundrum and Tallaght-Ballymun options having regard,inter alia, to their long-term return to the local economy, their permanent effects on local economic performance and their contribution to exploiting local development potential. In this context “local” was interpreted at two levels — the catchment area to be served by the particular route and the wider Dublin economy.
The light railway public inquiry is an independent process established by statute, which gives the inspector conducting the inquiry power to call witnesses. My only function in relation to that inquiry is to receive and consider the inspector's report thereon.
I will continue to answer questions on policy in relation to public transport, including light rail, in this House.
