76 Mr. Creed asked the Minister for Agriculture and Food the reason for the delay in payment of 1997 cattle headage and ten month beef premium for a person (details supplied) in County Cork; and if he will have arrangements made for immediate payment in this regard. [20702/97]

Payments are continuing to issue to farmers under all premium and headage schemes.

While the requirements of the land parcel identification system which is fully operational in 1997 under EU rules have been a complicating factor in processing the various premium and headage applications this year, it is expected that most remaining payments will be made in the very near future.

83 Mr. Browne (Carlow-Kilkenny) asked the Minister for Agriculture and Food when cereal payments will be made to a person (details supplied) in County Carlow. [20709/97]

The person referred to was a new applicant for arable aid in 1997 and is not in possession of a herd number. Before a dormant herd number can be allotted to a new arable aid applicant the applicant's holding is subject to a compulsory on the ground inspection. It was the decision of the Department's inspector based on the facts available to him, that a dormant herd number could not issue and the person was notified accordingly on 6 October 1997. The decision has been appealed and the matter is currently under review. The outcome of the review will determine whether payment can be made.
