Ceist:

35 Mr. Ferris asked the Minister for Agriculture and Food if he will list on a county by county basis all outstanding 1997 headage payments to farmers; and if he will make a statement on the matter. [5145/98]

The overall percentage paid to date under the 1997 cattle headage-beef cow headage schemes and sheep headage scheme is 96 per cent and 94 per cent respectively. Those cases unpaid relate to cases where eligibility may not yet have been established and are under query for one reason or another. For example, up to 2 per cent of cases cannot be processed for payment because of queries with the farmers concerned, other cases are subject to penalties because of breaches of conditions and would have been excluded from participating in the schemes for either one or two years while some others have submitted an incorrect area aid application or failed to submit one at all. Payments continue to be made as the relevant queries are resolved. The payment position on a county by county basis under 1997 cattle headage-beef cow schemes and sheep headage scheme is shown on the following tables.
