44 Mr. Barrett asked the Minister for Education and Science if his inspectorate has assessed the teaching quality provided by unqualified substitute teachers; and if he will make a statement on the matter. [11097/98]

The great majority of substitute teachers are qualified. Unqualified substitute teachers are generally engaged by schools for short periods only. Where qualified or unqualified substitute teachers are engaged for a longer period, their work can be inspected as part of the normal process of inspection that takes place in schools.
