81 Mrs. B. Moynihan-Cronin asked the Minister for Justice, Equality and Law Reform if his attention has been drawn to recent media reports regarding the illegal sale of rohypnol; if he will give details regarding the use of this drug in crimes; and if he will make a statement on the matter. I am advised by the Garda authorities that there is no specific information available regarding the use of rohypnol in crimes and that rohypnol, which is listed as a controlled drug, under the Misuse of Drugs Acts 1977-84, is used by drug abusers to "come down" from the effects of the abused drug.

I am informed by the Garda authorities that rohypnol is frequently prescribed to patients as a sleep-inducer, however, it now appears that it may be procured illegally.

I am advised by the Department of Health and Children that in response to various reports of misuse, this drug was reclassified in 1993 and as a result, unauthorised possession became an offence, thus making it more difficult for drug misusers to gain access to it. Doctors prescribing rohypnol must comply with the special prescription writing requirements as set out in the Misuse of Drugs Regulations, 1988. Furthermore, persons, such as doctors and pharmacists, having the drug in their lawful possession must keep it in safe custody in accordance with requirements of the Misuse of Drugs (Safe Custody) Regulations, 1982.
