Mitchell asked the Minister for Education and Science if he will make a statement on proposals by Dublin Corporation to issue up to 14,000 bills to raise £2 million for the cost of a re-baling plant; if he will ensure that the necessary funds are provided by the Exchequer in view of the fact that bills are being sent to schools and other non-profit organisations and it amounts to a tax on education. As the Deputy is aware, it is open to local authorities to impose charges in respect of services provided in its area of responsibility. As my Department was not aware of this action by Dublin Corporation, I have requested that the matter would be raised formally with the corporation.
