97 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid a 1998 cattle and sheep headage grant. [20611/98]

100 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo has had 1998 sheep and cattle headage payments delayed due to an area aid problem in view of the fact that this area aid application has not changed in years; and when these payments will be made. [20614/98]

The problem with commonage claims is due to the shareholders cumulatively claiming an area in excess of the gross area of the commonage.

Where it is clear that the overclaim is attributable to one or two shareholders they are queried and the area aid applications of the remaining shareholders are cleared.

However, where the shareholders causing the overclaim are not readily identifiable, it is necessary to take the matter up with all the applicant shareholders.

101 Mr. Higgins (Mayo) asked the Minister for Agriculture and Food the reason for the ongoing delay in the payment of a 1997 or 1998 headage grant for a person (details supplied) in County Mayo. [20615/98]

The person named applied on 35 animals under the 1997 cattle headage scheme. One animal was absent at an inspection on 10 July 1997. The person named was informed that he would be paid a reduced grant on the remaining eligible animals in accordance with clause 29 of the terms and conditions governing the 1997 cattle headage scheme. The reduction in grants is currently under appeal and the person named will be paid a reduced grant on the remaining eligible animals under the 1997 cattle headage scheme within the next two weeks.

The person named applied on 40 animals under the 1998 cattle headage scheme. Two of the animals have invalid tag numbers and one animal has an incorrect calving date. Inquiries regarding these three animals are ongoing and the person named will be informed of the result of these inquiries as soon as they are complete.

The area aid application of the person named has been processed and an overclaim has been discovered. Penalties will accordingly be imposed on the application and payments based on the reduced area will issue as soon as possible.

The area aid application of the person named was randomly selected for inspection in accordance with EU regulations. The inspection has been carried out and the results are being processed. Any outstanding payments due will issue as soon as this process is completed.
