211 Mr. Ring asked the Minister for Agriculture and Food the number of projects received by his Department from a company (details supplied); the number approved to date; the amount of money paid to date to approved applications; and the amount of money paid separately to the company for running the programme. An indicative allocation of £1.416 million in public funding has been approved under Leader II for the local action Leader group, details of which are supplied to the Deputy. Of the amount approved, £329,529.00 has been paid to date to the group.
In accordance with the "bottom-up" philosophy of the programme, approved local action groups have the responsibility for decision making in relation to grant approvals in their areas and for processing claims for payment. I have asked the local action Leader group concerned to supply the information requested on applications received and approved by them directly to the Deputy.
212 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a first REP scheme payment. [20991/98]
The person's REPS application includes commonage land, the acceptance of which at present is dependent upon availability of a commonage framework plan. The new revised REP scheme requires that a framework plan be drawn up for each commonage. The preparation of the framework plan will be carried out under the supervision of my Department and the Department of Arts, Heritage, Gaeltacht and the Islands.
Unfortunately, it will take some time before framework plans will be available for all commonages. I have therefore asked both my Department and the Department of Arts, Heritage, Gaelteacht and the Islands to examine ways which would permit farmers with commonage land to participate in the new revised REP scheme in advance of the commonage framework plans being put in place.
213 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid a 1998 cattle and sheep headage grant in view of the fact that he has submitted deeds to prove that he owns a particular plot of land. [20992/98]
The person named was paid his 1998 cattle headage grant on 19 October 1998. He is not an applicant under the 1998 sheep headage scheme.
214 Mr. Ring asked the Minister for Agriculture and Food when an area aid difficulty will be sorted for a person (details supplied) in County Mayo in order that a headage grant can issue in view of the fact that she has always had a net forage area of 8.01 hectares. [20993/98]
306 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo did not receive full payment of a headage grant. [21510/98]
I propose to take Questions Nos. 214 and 306 together.
The person named received her full entitlement of £426.08 under the 1998 cattle headage scheme. This is in accordance with clause 27 of the terms and conditions governing the scheme which provides that an applicant qualifying for headage grants may not receive in respect of such grants more than £55.99 per forage hectare subject to an overall stocking rate of 1.4 livestock units per forage hectare.

Difficulties have arisen in processing the area aid application of the person named and are being raised with the herd-owner. When these have been resolved any payment due will issue as soon as possible.
