309 Mr. Perry asked the Minister for Agriculture and Food the reason it is necessary for a dairy farmer to have two herd tests, one by his Department and one private, at a proposed cost of £60; and if he will make a statement on the matter. [21513/98]

I presume that the Deputy is referring to the 30 day pre-movement requirement which was introduced following discussions in the animal health forum.

Because of the continuing difficult brucellosis situation it was necessary to introduce a number of remedial measures, including a 30 day pre-movement test for all female cattle and bulls, over 12 months of age being moved into or out of holdings, other than direct to a slaughter premises, with effect from 23 February last.

I appreciate that these new requirements impose some additional constraints on farmers and others. However, all parties involved in the negotiations accept the veterinary advice that these arrangements are essential at this time, particularly in the context of our beef and dairy trades.

From 1 July 1998, rates of bovine diseases levies were reduced (from £2.50 to £2 per animal slaughtered and from 0.5p to 0.4p per gallon of milk delivered for processing) in recognition of the additional cost of increased blood testing requirements because of current brucellosis levels.
