The person named was paid his sheep headage grant on 31 October 1998. His cattle headage grant will be paid shortly.

323 Mr. Perry asked the Minister for Agriculture and Food if his attention has been drawn to the injustice that has been caused to the farmers of County Sligo due to the non-payment of the fodder relief assistance in particular regions in the county; the way in which each region is assessed when making the decision; the way in which the decision was arrived at and the person who made this decision; the additional funds, if any, which will be provided to include these areas; if so, when this money will be made available; if his attention had been drawn to the necessity for it; and if he will make a statement on the matter. The fodder scheme is directed at all sheep farmers with mountain grazings and suckler cow producers and small dairy farmers with milk quotas of less than 35,000 gallons, in district electoral divisions in the worst affected areas based on a Teagasc survey published in September. Almost half of the district electoral divisions in County Sligo have been included in the areas qualifying for the fodder scheme. Furthermore all sheep farmers with mountain grazings as per the sheep headage scheme will also qualify for the fodder scheme. The same general procedures were applied to selecting the worst affected areas in all counties.

The scheme of installation aid has been suspended since 7 August 1997. A revised national installation aid scheme, which is to be focused on those young farmers most in need of assistance, has been drawn up and is at present waiting the approval of the EU Commission and the Department of Finance. Its terms and conditions will be announced when the necessary approvals have been obtained.

The area aid application of the person named has been processed and any payments due will issue as soon as possible. The person named was not an applicant under the 1998 sheep headage scheme. However, she applied on ten breeding ewes under the 1998 ewe premium scheme and she was paid the first and second advances on 19 June 1998 and 22 October 1998 respectively.

It is a condition of these schemes that applicants applying for premium on 15 livestock units and over under the EU premium schemes or who wish to claim any of the disadvantaged areas headage grants or to qualify for extensification premium submit an area aid application.

As my Department has no record of having received an area aid application from the person named his application for 18 cows under the 1998 suckler cow premium scheme cannot be processed further at present. However, when payment of balances commence under the 1998 scheme early in the new year, the person named will be paid on a total of 15 livestock units under the premium schemes. Without an area aid application his application under the 1998 cattle headage scheme cannot be processed.
