488 Mr. Perry asked the Minister for the Environment and Local Government the position in relation to the announcement to cap increases in local commercial rates to 5 per cent for 1999; if his attention has been drawn to the fact that, in making his decision he is effectively inviting the local council to increase its taxation on business by 5 per cent in 1998; and if he will make a statement on the matter. The 5 per cent cap on rates is in fact the maximum percentage by which rates may be increased in 1999 and local authorities may determine lower rates, if they so wish.

Subject to this, it is entirely a matter for the local authority to decide what, if any, increase it intends to apply.
