Written Answers. - Census Field Staff.

113 Mr. Briscoe asked the Taoiseach the plans, if any, there are to introduce regulations or legislation governing the employment and working conditions of enumerators employed to collect data for the census; if there has been an evaluation conducted of the work generally of enumerators; the method of selection of both enumerators and field supervisors; the payment rates applicable to both enumerators and field supervisors; and if he will make a statement on the matter. The Central Statistics Office recruits a large, temporary fieldforce to undertake 5-yearly censuses of population. At the last census, taken in April 1996, some 3,400 enumerators and 335 supervisors were employed.

Appointments to these temporary field posts are made by the Director General of the CSO in accordance with section 17 of the Statistics Act, 1993. The posts are subject to any general employment legislation in force at the time.

All census field staff are recruited through open competition. The positions are advertised nationally and applications for the various posts are submitted to the Central Statistics Office via FÁS. Appointments are offered in order to merit as determined by specially convened interview boards, with preference given to persons not in paid employment. The conditions of employment, duties and responsibilities of the posts and rates of remuneration are clearly set out in the relevant recruitment documentation issued to each applicant.

The following were the remuneration rates applicable for the 1996 census:

Weekly salary of IR£244.80 plus a terminal bonus of IR£245. Travel and subsistence allowances were payable where appropriate.

Fees for institutions which contained up to 15 usual residents were as for private households. For larger institutions an additional fee of IR£1.10 was payable for every 15 persons in excess of the first 15 enumerated.
A predetermined travel allowance was applicable to each enumeration area. The prospective enumerator was notified of the amount of this allowance prior to appointment.
Following each census, the CSO conducts an internal evaluation of the overall field operation including,inter alia, the workload, performance and remuneration of the field staff. The results of the 1996 census evaluation will be used, in conjunction with other information, to establish pay rates and conditions of employment for the next census which, subject to Government approval, is scheduled for 2001.
