216 Mr. Lawlor asked the Minister for the Environment and Local Government if he will establish a development fund to assist South Dublin County Council in its efforts in support of Government policy to open up more serviced land for housing in view of the heavy onus on the council to raise 60 per cent of the cost of this initiative through development levies (details supplied). [26995/98]

Exchequer funding is provided at a rate of 40 per cent for water, sewerage and roads schemes approved under the serviced land initiative. The balance of the scheme cost is to be provided by local authorities and met primarily through development levies raised under the planning Acts. To assist local authorities, they have been informed that I will consider approving the raising of loan finance by them, in accordance with the Local Government (No. 2) Act, 1960, in anticipation of securing development levies.
