Ceist:

206 Mr. R. Bruton asked the Minister for Education and Science if his attention has been drawn to the certificate in further education and training from Dublin City University which has been availed of by many in the Youthreach scheme; and if he will make arrangements for recognition of this course in respect of NUI certification and for experience and promotion purposes. My Department facilitated the development of the certificate programme in question as one of a range of inservice programmes for staff within Youthreach and senior traveller training centres with no formal teaching qualifications. Staff in this category are facilitated to attend the programme through financial assistance towards fees. Those who successfully complete the programme are awarded a certificate in further education and training from Dublin City University. DCU is an independent university and the question of NUI certification does not arise.

My Department does not specify minimum qualifications criteria for employment or promotion within Youthreach, but has identified a range of key characteristics which, with relevant experience, are needed for employment in the programme. It would be expected that qualifications would be among the criteria which would be taken into account at local level in selection for appointment or promotion.
