Breeda Moynihan-Cronin

Ceist:

176 Mrs. B. Moynihan-Cronin asked the Minister for Agriculture and Food the reason a person (details supplied) in County Kerry has not been paid fodder aid; and when payment will issue. [2557/99]

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and have lodged an application under the 1998 suckler cow premium scheme and have a suckler cow quota; or have mountain grazing and have an application submitted under the 1998 sheep headage scheme; or have a permanent milk quota of 35,000 gallons or less on 1 April 1998 and be active in milk production in the 1998-99 season.

The person named has a herd number in a designated DED, but did not lodge an application under the 1998 suckler cow premium or sheep headage schemes and did not hold a milk quota of 35,000 gallons or less. He did not, therefore, qualify for aid under the 1998 winter fodder package.

John McGuinness

177 Mr. McGuinness asked the Minister for Agriculture and Food if he will have investigations made into the delay in the payment of area aid to a person (details supplied) in County Carlow; and if he will ensure that an up to date payment is made to this person as a matter of urgency. [2558/99]

The area aid application from the person concerned has been processed. However, one parcel of land declared by the applicant has also been declared by another herd owner. Both applicants have been written to in order to resolve this dual claim. As soon as the matter is rectified any outstanding payments can issue.

178 Mr. Ring asked the Minister for Agriculture and Food the reason sheep and cattle headage payments have not issued to a person (details supplied) in County Mayo in view of the fact that maps were re-submitted to the area aid unit several weeks ago. [2559/99]

The maps submitted by the person named have been processed in the area aid unit. Any outstanding payments due will issue as soon as possible.

179 Mr. Ring asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo has received his full entitlement of 1998 sheep headage; and, if not, when the moneys due will issue. [2560/99]

Under the 1998 sheep headage scheme the person named received his full entitlement including top up in respect of 38 mountain ewes on 23 September 1998 and 30 November 1998 respectively.

180 Mr. G. Reynolds asked the Minister for Agriculture and Food when a person (details supplied) in County Sligo will receive 1998 headage payments. [2561/99]

The person named made an error on the 1998 area aid application form. My Department has now corrected this error and any outstanding payments due will issue as soon as possible.

181 Mr. Perry asked the Minister for Agriculture and Food if a person (details supplied) in County Sligo will be approved for the fodder relief scheme; and if he will make a statement on the matter. [2562/99]

In order to qualify under the 1998 winter fodder scheme a producer must be resident and have a herd number in one of the designated DEDs. The DEDs were designated on the basis of an examination by Teagasc of areas most affected by the bad weather.

As the person named did not fulfil this criteria he did not qualify under the 1998 winter fodder package.

182 Mr. Perry asked the Minister for Agriculture and Food if a person (details supplied) will be approved for a full fodder relief payment in view of the fact that he has received headage on ten cows and other animals; and if he will make a statement on the matter. [2563/99]

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and have lodged an application under the 1998 suckler cow premium scheme and have a suckler cow quota; or have mountain grazing and have an application submitted under the 1998 sheep headage scheme; or have a permanent milk quota of 35,000 gallons or less on 1 April 1998. The person named, while he applied for 1998 suckler cow premium on eight cows, only held a suckler quota for four. He was, therefore, only entitled to winter fodder scheme grants on four cows at £40 each. This grant of £160 was paid on 17 December 1998.

Gerry Reynolds

183 Mr. G. Reynolds asked the Minister for Agriculture and Food when a person (details supplied) in County Leitrim will receive a hardship grant for TB reactor cattle. [2584/99]

An essential prerequisite for eligibility under the hardship grant scheme is that the holding of the herdowner in question remains restricted following a full herd re-test. The herd of the person named is listed for a full herd re-test towards the end of February 1999. His eligibility for hardship grant compensation will be determined when the full herd re-test is completed and outcome known.

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and have lodged an application under the 1998 suckler cow premium scheme and have a suckler cow quota; or have mountain grazing and have an application submitted under the 1998 sheep headage scheme; or have a permanent milk quota of 35,000 gallons or less on 1 April 1998 and be active in milk production in the 1998-9 season. The person named, has a herd number in a designated DED, but did not lodge an application under the 1998 suckler cow premium or sheep headage schemes and did not hold a milk quota of 35,000 gallons or less. He did not, therefore, qualify for aid under the 1998 winter fodder package. Cattle headage grants totalling £798.95 were paid to this herdowner on 27 September 1998.
