99 Mr. Stanton asked the Tánaiste and Minister for Enterprise, Trade and Employment the further plans, if any, she has with regard to the role and structures of FÁS; and if she will make a statement on the matter. [8604/99]

In 1997, FÁS embarked on a major programme of reorganising its service delivery structures to achieve a better focus of staff resources on key customer groups and to improve the efficiency of its administrative activities. These structural changes have enabled FÁS to place a new emphasis on its employment services, consistent with Ireland's employment action plan. Through a national network of 70 placement services offices, FÁS now provides an individualised advice and guidance service for jobseekers, a pro-active recruitment service for employers and a referral and placement service for FÁS training courses and employment schemes. Some further structural changes with a view to developing better synergies between the FÁS employment services and the local employment service are currently under consideration.

Later this year, FÁS will assume responsibility for the administration of certain employment and vocational training services for people with disabilities. FÁS's objective is to mainstream the relevant services for people with disabilities, while at the same time recognising their special needs. Approximately 70 posts will be transferred to FÁS from the National Rehabilitation Board to assist in the delivery of these services.

Responsibility for certain aspects of human resource development in enterprises will transfer from FÁS to Enterprise Ireland this year. Following consultation between the agencies and staff representatives, the reassignment of relevant staff and resources will take place shortly.

Given the rapid developments which are now characteristic of the Irish economy and labour market, I expect that change and adaptability within FÁS will, in future, be ongoing features of the organisations drive to deliver a quality and professional service to its customers.
