277 Mr. Finucane asked the Minister for Agriculture and Food when an installation grant will be paid to a person (details supplied) in County Limerick. [10283/99]

No application has been received to date in my Department from the person named.

278 Mr. Finucane asked the Minister for Agriculture and Food when a suckler cow grant will be paid to a person (details supplied) in County Limerick. [10284/99]

The person named applied for seven cows on 12 May 1998 under the 1998 suckler cow premium scheme for small scale milk suppliers.

In accordance with the terms of the EU regulation, an applicant under the scheme must not have a milk quota of more than 25,638 gallons at 1 April of the year of application. It appears that the person concerned had a milk quota of 31,579 gallons and as a consequence is not entitled to payment under the 1998 scheme.

279 Mr. Yates asked the Minister for Agriculture and Food if the suckler cow quota lease or purchase applications submitted by a person (details supplied) in County Wexford will be reconsidered and approved. [10300/99]

The person named applied for the 1998 suckler cow premium scheme, in May 1998, in respect of 26 cows and following inspection, 24 were deemed to be eligible for payment.

Having no suckler cow quota of his own, the person concerned submitted leasing forms to lease 21 premium rights from three farmers. All the leasing forms were received after the final closing date of 31 May 1998 and could not therefore be considered. Under EU regulations, farmers leasing in quota must, except in justified exceptional circumstances, do so on or before the lodgment of the application for the suckler cow premium scheme. As the person named lodged his suckler cow premium application on 29 May 1998, he could not lease in quota after that.

However, I have had the circumstances under which his father's quota of 18 premium rights was forfeited in 1997 re-examined and I have arranged that that quota be restored to the person named. Payment will be made shortly on the basis of 18 premium rights.

The application in this case is currently being processed. If everything is found to be in order payment will be made in due course.
