Request to move Adjournment of Dáil under Standing Order 31.

I propose to deal with a notice of motion under Standing Order 31 from Deputy Joe Higgins. I call on Deputy Higgins to state the matter of which he has given notice to me.

I seek the adjournment of the Dáil under Standing Order 31 to discuss the following matter of urgent public importance: the continuing support of the Irish Government for NATO's bombing campaign in the Balkans, despite the evidence that it has been a disaster for the Kosovar people having set in train a brutal intensification of so-called ethnic cleansing and given rise to a million refugees, the slaughter of dozens of refugees near Prizren by NATO bombs and of innocent Serb civilians at Aleksinac and in a train at the Morava river gorge and risks an environmental catastrophe through pollution arising from the bombing of industrial targets.

Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
