Ceist:

394 Mr. C. Lenihan asked the Minister for the Environment and Local Government if his attention has been drawn to a pension anomaly in relation to certain clerical grade workers who worked with Dublin Corporation who feel they have lost pension parity under the 1996 Programme for Competitiveness at Work. [9916/99]

The determination of pension increases in individual cases is a matter for each local authority.

Local authorities have been authorised to implement a Government decision in relation to increases in the pensions of public servants who retired before the commencement dates of PCW restructuring pay deals. Under these arrangements increases which represented permanent additions to the pay scales in question may be passed on to pensioners.

The long service increment which was part of the PCW restructuring agreement for the clerical officer grade was personal to those persons who were serving as clerical officers on 1 June 1996, and did not become part of the pay scale of the clerical officer grade generally. Accordingly, it may not be taken into account in calculating the pensions of persons who retired before 1 June 1996.

395 Mr. C. Lenihan asked the Minister for the Environment and Local Government the current position on parity of pension rights for a person (details supplied) in Dublin 12 who is represented by SIPTU and previously worked in Dublin Corporation. [9917/99]

The determination of pension increases in individual cases is a matter for each local authority. I understand that the person named in this case has been granted an increase in accordance with the terms of a circular letter which issued in November, 1997, and which authorised local authorities to implement a Government decision in relation to increases in the pensions of public servants who retired before the commencement dates of PCW restructuring pay deals. The person named enjoys a pension which reflects full parity with the pay of a serving member of this former grade in similar service circumstances.
