460 Mr. Kenny asked the Minister for Arts, Heritage, Gaeltacht and the Islands if capital moneys have been sanctioned for the provision of a cable-car for Inisbiggle Island, Achill, County Mayo for 1999 and 2000; the amount for each year; the cost of the proposed cable-car; when public tender prices will be sought; the nature of the contribution towards setting up and maintenance of the cable-car to be provided by Mayo County Council and the nature of the agreement in this regard between her Department and the local authority; if agreement has been reached on the ground terminal points for the cable-car; if the ground in question has been purchased or leased by agreement; the carrying capacity of the proposed car; if it will enable the carriage of animals as well as people; the type of cable-car involved; if this particular type is currently in use elsewhere; the proposed height above sea level at its maximum height the car will operate at; the minimum wind speed above which the car will be unable to operate; if any employment will be generated in respect of operating and maintaining the cable-car; if training and employment will be the responsibility of her Department; when work will commence; and if she will make a statement on the matter. No capital moneys have been sanctioned by me at this stage for the provision of a cable-car for Inis Bigil Island. My Department did approve a special grant of £25,851 in August 1998 to assist with the preliminary costs of the project. The Deputy will be happy to hear that I recently appointed a firm of consultants to undertake a comprehensive assessment of the case compiled by Comhar Bigil Teo. for the provision of a cable-car link between Inis Bigil and the mainland. This appraisal will include an evaluation of the methodology and findings of the case made as well as other considerations such as the optimum size of a cable-car, maintenance, general efficiency, current costs, capital costs, level of income likely to be generated and the effective administrative structure for the operation of the proposed cable-car system.

My Department is in close contact with the Mayo County Council concerning the problem of access to the mainland from Inis Bigil. I hope considerable progress can be made with this project as soon as the consultants recommendations are received and examined. It is hoped to have this report within two months and Comhar Bigil Teo. have been kept fully informed of developments.
