Vol. 505 No. 2

Written Answers. - Grant Payments.

Rory O'Hanlon

Ceist:

111 Dr. O'Hanlon asked the Minister for Agriculture and Food when a person (details supplied) in County Cavan will receive a fodder subsidy. [13376/99]

The person named did not lodge an application under the 1998 ewe premium or sheep headage schemes and did not hold a milk quota on 1 April 1998. He did lodge an application for the 1998 suckler cow premium scheme but did not hold a suckler cow quota in 1998. Therefore he does not qualify for assistance under the winter fodder scheme.

My Department has no record of receiving an application from the person named, under the special fodder hardship fund scheme.

Rory O'Hanlon

Ceist:

112 Dr. O'Hanlon asked the Minister for Agriculture and Food when a person (details supplied) in County Cavan will receive funding under the fodder scheme. [13377/99]

The person named did not lodge an application under the 1998 suckler cow premium, ewe premium or sheep headage schemes and did not hold a milk quota on 1 April 1998. Therefore he does not qualify for assistance under the winter fodder scheme. He did submit an application for assistance under the special fodder hardship scheme and qualifies for aid of £177. Arrangements are being made to issue payment as soon as possible.

Michael Moynihan

Ceist:

13 Mr. M. Moynihan asked the Minister for Agriculture and Food when the three cheques issued on 15 February 1999 will be reissued to a person (details supplied) in County Cork. [13391/99]

By letter dated 30 March 1999 the person named advised my Department that he had not received three payable orders. These have been cancelled and are now in the process of being reissued.

The person named did not advise of non- receipt of the additional payable order specified in this parliamentary question. This too has been cancelled and is also in the process of being re-issued.

Michael Ring

Ceist:

114 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive maps or documents for amendment from the area aid unit in order that his 1998 headage and premia payments will issue. [13392/99]

No area aid application was received from the above applicant. On foot of the production of a postal certificate a late application was accepted. The area aid unit has written to the applicant in connection with an outstanding matter on his application. Any payments that may become due cannot issue until this matter has been finalised.

Bernard J. Durkan

Ceist:

115 Mr. Durkan asked the Minister for Agriculture and Food when a farm retirement pension will issue to a person (details supplied) in County Kildare; and if he will make a statement on the matter. [13394/99]

Under the EU regulation which governs the scheme of early retirement from farming the early retirement pension has to be reduced by any national retirement pension payable to the beneficiary. In a joint management application, any national retirement pension received by both the beneficiary and his or her spouse has to be deducted from the early retirement pension. A joint management situation arises where the farmer and his or her spouse both work on the farm and the spouse is regarded as managing the farm jointly with the farmer. The spouse can then apply under the scheme rather than the farmer if this is more favourable for the purposes of the early retirement pension.

A joint management application is involved in this case and before the pension of the applicant can be put in payment my Department requires that her spouse must make an application to the Department of Social, Community and Family Affairs for a contributory or non-contributory old age pension, as the level of early retirement pension payable will depend on the decision of that Department. The applicant has been informed of the position and the application will be approved as soon as the decision of the Department of Social, Community and Family Affairs is forwarded by the applicant to my Department.
