593 Mr. N. Ahern asked the Minister for the Environment and Local Government the grants available to voluntary housing bodies for provision of community facilities; the number of projects involved; the allocation provided under this heading; the details of the most ambitious projects; if an equivalent grant is available for local authority housing; if not, the reason; if policy can be altered in this direction; and if he will make a statement on the matter. A grant provision of £1.093 million, funded from the national lottery, in respect of the provision of communal facilities in existing or new housing projects provided by voluntary groups is available in 1999. The maximum grant available is £3,500 per unit of accommodation provided and a list of the projects and the amounts approved in respect of 22 projects so far approved this year is set out in the following table.

Local authorities have recently been advised in new social housing design guidelines issued by the Department that they should consider ways to facilitate and encourage the provision of services and amenities including community buildings, either within or adjacent to the site of proposed schemes. The type of building to be provided should be based on needs identified in consultation with the residents. They were advised that funding from scheme budgets is limited and relates to the size and nature of individual schemes and that additional sources of funding and the possibility of shared use of facilities with residents of adjacent developments should be investigated so as to ensure that the best and most appropriate provision is made. The provision of community facilities in new local authority housing schemes is a matter for individual local authorities in the first instance and any proposals which may be put to my Department will be considered an a scheme by scheme basis.
