Ceist:

131 Ms Shortall asked the Minister for the Environment and Local Government the position relating to holders of provisional driving licences; the requirement, if any, for these drivers to have a full licence holder with them when in charge of a vehicle; and if he will make a statement on the matter. [20205/99]

Provisional licence holders are required under the Road Traffic (Licensing of Drivers) Regulations 1989, to be accompanied by a qualified driver when driving except where the person holds a second provisional licence to drive cars, or is the holder of a provisional licence to drive motorcycles or tractors-work vehicles.
