142 Mr. Currie asked the Minister for Education and Science the reason an application for planning permission for the first phase of the Institute of Technology, Blanchardstown, has not been made by his Department in view of the fact that the first phase has to be available for occupation in September 2001 to accommodate the projected number of students; and if he will make a statement on the matter. [21961/99]

The design team for this project has just completed stage 3 documentation, of my Department's design team procedures, in respect of the first phase of development at the Institute of Technology, Blanchardstown and officials in the planning and building unit are now considering the contents. Applications for planning permission are submitted during stage 4 of the process.

143 Mr. Currie asked the Minister for Education and Science when the governing body for the Institute of Technology, Blanchardstown, will be appointed in view of the fact that a director cannot be appointed until the governing body is in place; and if he will make a statement on the matter. [21962/99]

Following the enactment in July of the Regional Technical Colleges (Amendment) Act, 1999, which will establish the Institute of Technology, Blanchardstown, on a statutory basis, my Department requested nominations for appoint ment to the governing body in accordance with the Act.

A number of the nominations requested have yet to be received and pending their receipt, I am not in a position to complete arrangements to appoint the governing body.

The arrangements for the establishment of the institute on a statutory basis will be completed as quickly as possible when all the necessary nominations for the governing body are available.
