96 Mr. U. Burke asked the Minister for Agriculture, Food and Rural Development the reason an early retirement scheme applicant (details supplied) in County Galway who was not paid from the date of lodgment of her application has not had written queries on the matter replied to by his Department; and if he will make a statement on the matter. Under the terms and conditions of the scheme of early retirement from farming, payment of a pension can be authorised only from the date of receipt of a valid application. The date of receipt of a valid application is the date on which all core documentation is lodged with the local FDS office.
In this case, the application for the person named was lodged in the local FDS office on 23 February 1999. On examination of the file a number of queries arose. The applicant was requested to provide further details and the requested information was sent back 33 days later. Accordingly, the date of valid application was deemed to be 28 March 1999, 33 days after the application was lodged.
The applicant lost no payment in respect of the time that the initial application was being examined in my Department. Payment was deferred only in respect of the delay in furnishing a valid application. In the circumstances, there are no grounds for backdating the payment of the pension to the original date of application.
My Department has no record of unanswered correspondence relating to this case.

In the Galway FDS office there are currently 21 applications from County Galway awaiting processing, with the average waiting time of 76 days. A further six are under examination. In another 14 cases, applicants have been notified that the documentation accompanying their applications was incomplete or defective. My Department cannot proceed with its examination of those cases until the applicants have provided the necessary documentation. The reference number, date of application, and status of each application from County Galway awaiting approval in the Galway FDS office are as set out in the following table.
