Written Answers. - Anti-Homophobia Measures.

89 Proinsias De Rossa asked the Minister for Justice, Equality and Law Reform the position regarding co-operation between the Garda and the Gay and Lesbian Equality Network to counteract homophobia; the progress, if any, made with regard to training of Garda recruits on this issue; and if he will make a statement on the matter. [2531/00]

I am informed by the Garda authorities that contacts between An Garda Síochána and the Gay and Lesbian Equality Network are well established and that many problems have been resolved as a result of the liaison that has been ongoing for some years. This liaison is being developed on a continuing basis.

Discussions have taken place between the gardaí and the network on the production of a leaflet on personal safety. The gardaí also have plans for a leaflet in relation to the reporting of homophobic attacks. This will outline different options for reporting homophobic crime as research has shown that reporting can be problematic for victims.

I am also informed by the Garda authorities that the functionality of the new Garda IT system, PULSE, will facilitate the recording of reports of homophobic attacks and detailed analysis of the aggregate data collected.

With regard to the training of Garda recruits, on 7 December 1999 the Gay and Lesbian Equality Network hosted a workshop for staff at the Garda Training College in Templemore. Fol lowing on from this initiative staff in the social studies section of the college, in conjunction with the Gay and Lesbian Equality Network, are preparing a training package for student gardaí. This is be incorporated into the training of student gardaí shortly and will enhance the training already provided in this area.
The Garda authorities have plans for another workshop in the near future and any necessary action will follow on from the outcomes. They are also considering the establishment of a national advisory group for policing gay and lesbian communities.
