Ceist:

168 Mr. Ring asked the Minister for Finance the reason anomalies have occurred with the 1994 promotions and the grade restructuring package of 1995; the reason there are civil servants who have a longer service than other staff who were promoted before them and are younger than them and are currently on less money; and if he will make a statement on the matter. [6006/00]

It is understood that the Deputy is referring to the restructuring agreement for clerical grades under the Programme for Competitiveness and Work which was concluded in 1997 following negotiations with the Civil and Public Service Union. This was a complex and detailed agreement which, in addition to a unified clerical structure, provided for advancements to higher grades and assignments to higher scales for a number of officers, with consequent adjustments in rates of pay.

It is not possible to alter the terms of the agreement. If, however, there is any instance where a genuine anomaly exists as a result of the implementation of this agreement, my Department would be willing to examine the matter. Any such case would have to be raised initially with the employing Department.
