Charles Flanagan

Ceist:

123 Mr. Flanagan asked the Minister for Agriculture, Food and Rural Development the reason for a refusal of payment of 1999 special beef premium to a person (details supplied) in County Laois; and if he will make a statement on the matter. [9609/00]

The person concerned lodged three special beef premium applications for 1999 in April, May and September for 20 animals, two animals and 16 animals, respectively. His herd was selected for inspection following receipt of the first. At inspection it was found that one of the animals applied on was a female; three of the animals applied on were born in January and February 1998 and tagged/registered in March and April 1999; 20 animals on the holding were not tagged or registered; and four animals on the holding were not recorded in the herd register.

In view of the level of non-compliance with the regulations governing identification and registration of animals introduced on 1 January 1999, a decision was made to impose a penalty of non-payment of special beef premium on the April application. The two subsequent 1999 special beef premium applications were unaffected by this penalty.

Michael Ring

Ceist:

124 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when the final instalment of the 1999 ewe premium and suckler cow premium will issue to a person (details supplied) in County Mayo. [9610/00]

The person named was one of a number of herdowners selected to be audited in respect of his area aid application. This audit has now been completed and the area aid application has been fully processed. Any further payments due will issue as soon as possible.

125 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Clare did not receive his 1998 area aid. [9611/00]

In accordance with EU regulations, extensification premium is payable on all animals paid under the suckler cow premium and special beef premium schemes if the stocking density on the holding is less than 1.40 livestock units per hectare.

The stocking density for the person named is calculated as follows:

The total livestock units – 84.3 – divided by the hectares – 59.97 – give a stocking density of 1.40 livestock units per hectare. As the stocking density is not less than 1.40 livestock units per hectare the person named cannot be paid the 1998 extensification premium.
