215 Mr. Penrose asked the Minister for the Environment and Local Government the steps he will take to update and amend the Local Government (Appointment of Officers) Regulations 1974 (SI No. 61 of 1974) to ensure that inter alia such regulations take account of expenses and so on gained in other local authorities; and if he will make a statement on the matter. While the Local Government (Appointment of Officers) Regulations, 1974, provide that appointment to offices which are filled by local authorities directly shall be by means of open competition based on written examination, interview, the results of state certificate examinations or a combination of these, candidates for promotion are normally selected by competitive interview. It is a matter for the interview board to assess the relevance of each candidate's previous experience to the post, or posts, to be filled. I have no plans to amend the regulations.
