Written Answers. - Greenhouse Gas Emissions.

Ceist:

217 Mr. Yates asked the Minister for the Environment and Local Government if any consideration has been given to the emissions from the aviation sector, nationally or internationally in relation to the Government's climate change and greenhouse gas emissions strategy; if this is an inclusion of proposals to deal with reducing emissions in this sector; and if the extent of this sector's contribution to greenhouse gas emission growth has been quantified. The Kyoto Protocol provides that emissions from international bunkers, including international aviation, are not included in 1990 national baseline emissions or in national emissions targets for the commitment period 2008-2012. However, such emissions are reported under the UN Framework Convention on Climate Change. Emissions for 1990-1998 are set out in Table D-1 of the Environmental Protection Agency's report –"Emissions to Air 1990-1998", a copy of which is in the Oireachtas Library.

The national climate change strategy addresses national obligations arising under the Kyoto Protocol and accordingly does not specifically address emissions arising from international aviation.
